Shouldn't foreign key reference users?

create table USERS (
USERNAME varchar(15) not null primary key,
NAME varchar(50) not null,
ADDRESS varchar(100)
)
create table BILLING_DETAILS (
ACCOUNT_NUMBER varchar(10) not null primary key,
ACCOUNT_NAME varchar(50) not null,
ACCOUNT_TYPE varchar(2) not null,
USERNAME varchar(15) foreign key references user
)

You can do like this,

create table USERS (
USERNAME varchar(15) not null primary key,
NAME varchar(50) not null,
ADDRESS varchar(100)
)
create table BILLING_DETAILS (
ACCOUNT_NUMBER varchar(10) not null primary key,
ACCOUNT_NAME varchar(50) not null,
ACCOUNT_TYPE varchar(2) not null,
USERNAME varchar(15)
)

after creating do alter table

alter table BILLING_DETAILS add constraint USERNAME_FK foreign key(USERNAME) references USERS
