Tools 3.1 beta 2 still requires WTP installed?

it shouldn't require it since it bundles the required parts.

Do you have problems with it ? (and please use a clean install since WTP haven't bumped their versions numbering so eclipse update mechanism will most likely fail)

It is unclear to me wether the eclipse tools require wtp installed or not.

I use myEclipse and myEclipse does not work together with WTP.

yes, b2 is the newest release and it should have fixed the missing wtp lib requirement.

Hibernate tools have been using WTP the last three versions; if myeclipse doesn't work with WTP then I'll suggest you go to myeclipse and ask for an update ;)
