When doing a report query, is it best to do the entire report in a single query or do to several queries and have the application call the query methods seperately, adding them into a model so that the view can make the final report?

I'd say this depends on your report and your query...

I'd say here the DTO pattern make its sense. A Report Query generally is used with a DTO.

Should the DTO be encapsulated in the data tier or at the service level? For example, I could expose 5 or 6 query methods that count and list several things on a report and the service tier can invoke them all, put the results in a DTO and then pass that to the view?

If I understand what Christian and Gavin said about this issue, Reporting DTOs still belong to domain model even they don't participate in the persistence to the datastore. These DTOs can have their nature business ruling behavior.
