Is there a way by which I can configure so the that toll generate Collection instead of Set.

Right now the tool is generating the Set by default.

I know netbeans supports both collection and Set for one to many relationship

You need to configure exporter with your own helper class like Cfg2JavaTool, but different getJavaTypeName method or you need to use custom templates. There were a lot of similar questions on the forum, please search.
