I have installed the tools plugin 3.20b7. I created a configuration file and when I try to open the configuration I get an error message saying the jdbc driver cannot be found (ClassNotFoundException). The driver jar is in the classpath of the project. Did I miss a step during installation or while setting up the configuration file?

yes, the step in the setup that has to do with telling the hibernate console configuration which classpath it should use to load the jdbc driver and persistent classes from ;)
