in mysql 4.0, this sql works fine

SELECT a.description, p.id, a.id FROM actions a LEFT OUTER JOIN permissions p ON p.action_id=a.action_id AND p.group_id=3

how can I do this, using hibernate?
I'm trying this hql query, but the result are different

select a.description, p.id, a.id from Action a left join a.permissions p where p.group is null or p.group.id =3
