Is there a modified Dialect and JoinFragment out there which supports the proprietary Sybase style for inner = and outer *= / =* joins?

Unfortunately Sybase ASE Versions pre 12.0 don't support ANSI-style joins.

I found a posting (http://forum.hibernate.org/old/790250.html) where someone anounced to contibute a modified Dialect/JoinFragment but not the Implementation.

You should be able to write (and contribute!) a new JoinFragment for *= style joins by modelling it on OracleJoinFragment. Its then easy to subclass SybaseDialect to use this JoinFragment.
